    The Implementing Process and Preliminary Results of the “University and College Shuttle Bus Service” Project
    In order to decrease scooter accidents of college students, the Ministry of Transportation and Communications (MOTC) has lunched the “University and College Shuttle Bus Service” project. Pro-actively seeking assistance from colleges and universities, municipalities, local governments, and district DMVs, MOTC hopes to solve the transportation problem of universities in remote areas.

     

    One. Solutions
    Based on the location of each university and its need for transportation, the following solutions were proposed.

    (I) Providing bus service: Most bus routes are planned to connect to nearby train stations or transit centers.

    (II) Perfecting the bus stops around each campus: Build bus shelters with LED bus information. Increase stops on campus primarily at the administration office building, dorms, and department buildings. A big bus station or transit center can be constructed if the school has a huge number of students. Barrier free facilities should also be provided for the convenience of the disabled.

    (III) Promoting taking public transportation among students: Offer students bus information. During the implementation of this project, new college students were encouraged to use public transport in their orientation. Bus schedules and routes were printed in the orientation booklets, sent by emails to all students and faculty regularly, and published on schools’ websites.

    (IV) Providing real-time bus information and feedback mechanism: The project team has worked together with universities to set up a message board for campus shuttlebus service. The team often checks out messages and needs posted on the board to understand how this project works out. Also, universities can offer suggestions for new routes or service improvement according to students’ feedback.

    (II) The number of bus passengers has increased.

    Three. Conclusions and suggestions
    This project has been implemented for over nine months since some of these buses started running on June 1st, 2015. Except for during the summer and winter vacations, and mid-terms and finals, the monthly ridership has averaged about 45,000. The number of passengers has been increasing. Among them, the number of college students has increased by a lot. The success of this project can be attributed to the following three factors.

    1.The service has met students’ needs.

    2.The supply has been increased efficiently according to demand.

    3.Universities have pro-actively cooperated with the project team.

     

    In order to establish a positive correlation between the effective implementation of this project and the decrease in number of students’ scooter accidents, universities should further provide background information of students’ accidents in commuting in the future for the team to efficiently analyze this project’s results. Next step, this project will increase the supply of public transportation in order to create more of the student demands. Then according to student feedback and suggestions provided by universities, the team will formulate strategies to improve current service accordingly after careful examination. Hopefully by doing so, more bus companies will be attracted to join this project and invest more resources to be used properly.
